Pension Situation in Argentina. Some elements.

Our country was not spared the offensive of the capitalist class on the interests
of the working class, which all capitalist countries are experiencing.
The pension system is state; fundamentally in the hands of the National State
and in some cases of the Provincial States. The resources for retirement and
pensions come from active workers through the contributions they make
throughout their working lives, contributions from the State and employers.
Of every 10 workers, 7 are in precarious working conditions, whether
monotributistas or unregistered, called informal, a situation that has a negative
impact on the collection of pension funds. We must add the high levels of
unemployment, which increased with the pandemic and the recessive
economic situation that has been taking place in recent years.
The minimum retirement income is located at $ 25,145.- being that the cost of
the basic basket of an elderly person, exceeds $ 64,039.- and more than 70% of
the retired and pensioners do not reach this threshold of dignity.
Situation that is aggravated in the working conditions of women, either
because they receive lower wages than men throughout their working lives, or
because of the years in cleaning services and unregistered domestic tasks,
which prevent them from having the necessary years contribution to access the
retirement right.
Although the re-nationalization of the retirement system, which in the 1990s
had been appropriated by bank and financial capital through the Retirement
and Pension Fund Administrators (AFJP), was a positive advance, the current
situation confirms that the political directionality of the state depends on its
class composition.
In our country, the bourgeois State has used pension funds for purposes
unrelated to their origin and destination, in particular to face the demands of
international banks and the IMF, which, for the granting and refinancing of
illegitimate, illegal and fraudulent external debt imposes regressive labor,
pension and tax adjustments and reforms.
The argument of the governments of the day and their intellectual spokesmen
and the media speak of a lack of resources, without taking charge of policies
pro-employer, which led to constantly reduce the retirement contributions of
companies and allowing the evasion of taxes whose resources are vital for the
maintenance of the pension fund.
In Argentina, pension funds are administered by ANSES (National
Administration of Social Security).
ANSES has the Sustainability Guarantee Fund, whose objective is to maintain
the value of the pension funds. These funds have been used to finance State
expenditures through the purchase of Public Securities, including the payment
of public debt services with national and international banks and the IMF.
These resources should have another destination in their investments, to
finance, for example, a production and development model in favor of popular
interests.
From the National Coordinating Table of Retirement and Pension Organizations
of Argentina we promote the creation of the National Institute of Social Security,
an entity of non-state public law, for the direction and administration of pension
funds, with a directory made up of representatives of the / Retirees, active
workers and the State.
